The long standing approach has been punitive mandates that produce significant costs that hurt business and cost California jobs, time and again without demonstrably achieving the stated goal.

E3 seeks to bridge the divide between the environment and the economy, demonstrating that there exist reasonable and innovative strategies for growing our economy while remaining stewards of our environment. Our approach seeks to advance the rapid development of emerging technologies and remove the barriers that prevent the emergence of new markets.
