Transparency in Youth Emergency Hotline
Since the 1980s, the bid and funding to operate the Youth Emergency Telephone Referral Network (YT) Program has been granted to only one organization, California Coalition for Youth (CCY), a 501(c)(3) non-profit whose hotline is named the Youth Crisis Line.
This goes against the fundamental purpose of an open bidding process, where an organization must justify why it is better suited to receive funding over other applicants. This is unfair to other organizations that wish to bid on this funding and does not demonstrate good government to have an application that is only open to one bidder.
AB 2186 seeks to bring transparency and openness to the YT bidding process for its associated grant funding. Open bidding and healthy competition are necessary to ensure that at-risk youth are adequately assisted and that tax dollars are spent efficiently.
